Video of today’s ICE OUT protest in Grand Junction

The video includes one instance of a driver intentionally “rolling coal” on protest participants on North Ave. at 23rd Street today. Another black pickup truck did the same thing at 2:16 p.m. on Saturday, January 31, 2026, to protesters on the north side of North Ave. at 23rd Street. That truck had a black and white Colorado license plate with the number EWM T52. This truck has been reported to CDPHE’s smoking vehicle hotline.

Information on how report rolling coal drivers is as follows:

What to do when a driver “rolls coal” on protesters:

“Rolling coal” has been illegal in Colorado since 2017. Drivers who do it can be fined $100 and ordered to repair their vehicle’s emissions system to comply with state emissions standards. For protesters, the most important thing to do is get the license plate number of any truck or other vehicle doing this, note if you can whether the truck was a diesel truck or not,  then call the hotline number 303-692-3211 at the Colorado Department of Public Health and Environment (CDPHE). Put this number in your phone contacts! You’ll get a recorded message that will ask you to say and spell the license plate number of the vehicle. There are also state and a federal laws that make it illegal to tamper with a vehicle’s emissions system, so it’s possible to get these drivers in legal trouble, and you’ll be doing a public service by reporting them.

You can also call *CSP or 277 to report a rolling coal vehicle. Note the location, description of the vehicle and the license plate number of the offending vehicle, and if possible get a description of the driver, and its last known direction of travel.
