Ranking member of the Senate Appropriations Committee on Homeland Security tells Dept. of Homeland Security Secretary “Your department is out of control”


“You are brazenly violating the law, every hour of every day,” Sen. Murphy tells DHS Secretary Kristi Noem.

Senator Chris Murphy (D-CT), Ranking Member of the U.S. Senate Appropriations Subcommittee on Homeland Security, on Thursday, May 8, 2025, in a meeting about Trump’s Fiscal year 2026 budget request for the Department of Homeland Security (DHS), told DHS Secretary Kristi Noem that she has been “flagrantly ignoring proper use of the funding that Congress has already appropriated to DHS,” and explained to her how she has been violating the legal rights of immigrants. Sen. Murphy told Noem her actions “violate the Constitution and the rule of law.”

Here is a portion of what Sen. Murphy said to Secretary Noem in the meeting:

“I say this with seriousness and respect, but your department is out of control. You are spending like you don’t have a budget. You’re on the verge of running out of money for the fiscal year. You are illegally refusing to spend funds that have been authorized by this Congress and appropriated by this committee. You are ignoring the immigration laws of this nation implementing a brand new immigration system that you have invented, that has little relation to the statutes that you are required, and that you are commanded to follow, as spelled out in  your oath of office. You are routinely violating the rights of immigrants who may not be citizens, but whether you like it or not, they have constitutional and statutory rights when they reside in the United States. Your agency acts as if laws don’t matter, as if the election gave you some mandate to violate the Constitution and the laws passed by this Congress. It did not give you that mandate. You act as if your disagreement with the law, or even the public’s disagreement with the law, is relevant and gives you the ability to create your own law. It does not give you that ability. You are on track to trigger the Anti-Deficiency Act. That means you’re going to spend more money than you’ve been allocated by Congress. This is a rare occurrence and it is wildly illegal. Your agency will be broke by July, over 2 months before the end of the fiscal year. You may not think that Congress has provided enough money to ICE [Immigration and Customs Enforcement], but the

Constitution and the federal law does not allow you to spend more money than you have been given, or to invent money, and this obsession with spending at the border, as the chairwoman mentioned, has left the country unprotected elsewhere. The security threats to the United States are higher, not lower, than before Trump came to office to fund the border. You have illegally gutted spending for cyber security. As we speak, Russian and Chinese hackers are having a field day attacking our nation. You’ve withdrawn funds for disaster prevention. Storms are going to kill more people in this country because of your illegal withholding of these funds. Your myopia about the border, fueled by President Trump’s prejudice against people who speak a different language, has shattered many of this country’s most important defenses.

Now, let’s talk about the impoundments. When Congress appropriates funds for a specific purpose, the administration has no discretion as to whether to spend or not spend that money, unless you go through a very specific process with this committee. Let me give you two of many instances of this illegal impoundment: The first is a Shelter in Services Program. Senator Britt may want to zero that account out, but that account is funded, and it was funded in a bipartisan way. You don’t like the program. Your policy is to treat migrants badly. I think that’s abhorrent, but it doesn’t matter that you don’t like the program. You cannot cancel spending on this program and you cannot use the funds, as you have, to fund other things like ICE. You’ve also canceled citizenship and integration grants, which help lawful permanent residents become citizens, helping them take the citizenship test. I know your goal is to try to make life as hard as possible for immigrants, but that goal is not broadly shared by the American public. That’s why Congress in a bipartisan way, for decades, has funded this program to help immigrants in this country become citizens.”

    I am just saying that people read the headlines and go from there.

    I am not in favor of regulating prices, but I do know that Europe pays far less than we do so something is out of whack. Probably because they have universal health care and we end up paying for it.

    And for some reason Kennedy was over the moon about the announcement, saying it’s been promised by the dems for years and it’s finally happening under Trump.

    I need to read some racist right wing analysis before I speak further.

    1. You read plenty, from what I’ve seen. You ought to hold your nose and read some things by democrats instead of about democrats. You might find out they aren’t as bad as you’ve been told.

      1. I do read articles by democrats.
        I read POLITICO. I listen to people like Aaron Mate and Michael Tracy and Glen Greenwald. I glance at Jacobin and frequent several “never Trump” sites. I always wind up my day with watching MSNBC. Last night the panel was laughing about Trump’s drug price extravaganza.

        The thing is…most of what they write and say pertains to Trump. He should be getting royalties for providing them with content for the last ten years.

        They’re gonna miss him when he’s gone.

  2. As I said, if the case goes through, everyone will be deposed and we will learn the truth. I was merely pointing out that she is disputing the claim and that there is another side to the story and it’s always good to look and see.

    What are you patriots waiting for? You certainly don’t need 50501 or Indivisible or even the Democrats of Grand Valley to tell you to do your patriotic duty, do you?

    Protesting around ICE facilities might end up being the eye of the storm this summer.

    Maybe it should start earlier because lefties might get wind of the stock market rebounding, prescription drug prices being slashed and historic drug busts happening weekly…and they might wonder why exactly they are supposed to hate Trump.

    1. Maybe, if they forget that the stock market hit record highs under Biden. Not to mention that it’s rebounding from the near crash that Trump’s tariffs caused. And that Biden cut prescription drug prices during his administration, which Trump then rescinded, but you want to give him credit for doing the same thing that Biden did first? Huh.

  4. No… I didn’t say that. But if a person files a suit (a serious act) there is some evidence that the allegations made by the newspaper were scurrilous.

    There is some also evidence that the reporter had it out for Noem. It all remains to be seen because the credit card charges do exist.

          The history of corruption in politics and skewing narratives takes up entire libraries. It’s a very sad thing that we can’t entirely trust those in power, but that’s just the way it is.

          But as far as ICE and Noem…what you always fail to mention is that Biden opened the border, lied about it and left the mess for Trump to clean up. I would say that is a million times worse than what is being done today and that’s why I couldn’t care less about their missteps.

          It’s like letting your dog s**t on the rug and then complaining about the way people are cleaning it up.

The logical end game in that scenario is that people should only be exposed to ideas that good people like you approve of.

You have no evidence that Biden willingly allowed ten million immigrants in illegally, yet you believe it unquestioningly. There is a thing called burden of proof. Conservatives tend to dislike this concept because so many of their beliefs are based on nothing but accusations, but in the real world the person making the claim has the burden of providing evidence for that claim. You cannot do so, and you have swallowed this lie for so long you cannot imagine it not being true. You have stated that Biden is a traitor to the country for this, and you can’t even prove it happened. You were lied to about Obama. Consider the possibility you might have been lied to about Biden.

                      I say, that despite the fact that Biden’s brain didnt work…this whole thing was designed to create fear and chaos in the name of hating Republicans. Just look at the tags Anne puts on her posts. It’s irrational and very exploitable. The people at the top absolutely knew this would trigger a crisis as images of poor immigrant women and children being deported were aired throughout the land.

                      And guess what. They got their crisis.

                      As far as being lied to about Obama…are you referring to his deportation measures? It’s true that I was relying on the ACLU, who didn’t like them but certainly didn’t rise up against their teammate.

  8. Kristi Noem charged around $750,000 to her SD issued credit card during her 6 years as governor. She seems to be a “spend on her own pleasure” type person & looks like now the taxpayers of the whole country will have to foot the bill for her extravagance.

          1. A lawsuit being filed most certainly does not mean there is substance to the claim, as the many lawsuits that Trump has filed only to be thrown out for lack of evidence attest. Of course, you will claim that’s just evidence of bias against Trump, but what can you do?
