This is funny but in India this is true. Some rural farmers relieve themselves in the fields. Also when women relieve themselves in the fields, men are watching. So in at attempt to make voiding waste safer for the women and healthier for everyone the government is installing outhouses. Some people are reluctant to use these outhouses.
